The law unequivocally prohibits the use of chain tethers and ill-fitting collars, mandating that dogs must have access to proper shelter to shield them from adverse weather conditions.
The definition of inclement weather encompasses rain, hail, snow, and extreme temperatures, both hot and cold. The shelter provided must also afford dogs the space they need to move around comfortably, ensuring their physical and mental well-being.

Previously, a strikingly similar bill had been vetoed by Governor Greg Abbott, who criticized it as “micromanaging” and accused it of “overcriminalization.” However, the outpouring of support from animal advocates and the bill’s return to the legislative agenda breathed new life into the cause.
